Ukrainian President Volodymyr Zelensky States Absence of Clear Security Pledge from Allies

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have not given him sound guarantees that they will defend Ukraine in the case of a future Russian attack.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after the UK and France inked a declaration of intent on deploying troops in Ukraine if a peace deal to end the war with Russia is reached.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which included some three dozen nations that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said a significant number of soldiers may be deployed.

Allies proposed that the US would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has not yet commented on the announcement made in the French capital.

President Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about 20% of Ukraine's land.

The President's Evolving Stance

Sir Keir described the bilateral declaration as "an essential component of our commitment to stand with Ukraine for the foreseeable future".

He added: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

The Ukrainian leader praised that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political will, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when asked if European countries would defend Ukraine.

"However, until we lack such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this question cannot be answered. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also significant owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Recently, the President indicated a settlement was "90% ready".

Territorial concessions and security guarantees have been at the center of outstanding matters for negotiators.

Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an agreed point - but only if Russia did the same.

Russian forces now holds about 75% of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - with a focus on power facilities. Russia has also made slow progress in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with more limited success.
